Make sure attachments are enabled:
Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."
If that was already unchecked, are the missing attachments being sent
from Outlook? Have you looked at the file size of the message to
ascertain whether there really is no attachment? Messages with file sizes
larger than 10K most likely do have attachments.
