Windows mail could not be started

The error message I’m getting started after doing some updates. (Should have
known better) I'm getting two the first one reads:

Windows mail could not be started. Initializing junk filtering, your
computer may be out of memory or your disk is full. (0X80070002)

When you click on the ok button then i get a second window which reads:
Windows mail could not be started because MSOE.DLL could not be initialized.

How do i fix this? I have tried some update however nothing seems to work.

Run my WMUtil program to compact and repair the database and see if that
fixes it. See www.oehelp.com/WMUtil/

You might also see point 3 here: www.oehelp.com/OETips.aspx#3 and the
section on WinMail.

I ran that program ans still have not been able to solve the problem.
