Vista - Security and Newsgroups

I was recently reading an article on usenet when I came across a link to a
device driver. When I click on it it says that my security settings don't
alow me to download this info. I have changed all of my security settings
in Mail to the lowest possible and it still won't let me. How can I access
a hyperlink using Windows Mail and Usenet? Any help would be appreciated.
