Some suggestions:

Set up separate email accounts under tools/accounts but do not check the
remember password tick box or the include this account when receiving mail
or syncing box.

Have each user use the pull down on the send/receive icon and select their
own account when getting mail.

Since you didn't tell it to remember their password each user will have to
supply it whenever accessing the server to send or receive their mail.

Use message rules to route the mail to individual mail folders by account.

I don't see a way to make the individual mail folders private and I may be
all wet here and someone else may be better able to explain it or expand on
that part of the problem?
