Toolbar -Work Offline Icon

How can you tell from the screen whether you are Online or Offline?

If you select the File menu item you can see if Work Offline is
checked. Also if you place the cursor over the Offline icon when
Online you get a background surround when Online, which is not there
when Offline. Both these methods need action on the part of the user
when I would prefer to be able to tell just by looking at the
screen?

You can double click the toolbar icon to change between on or offline.

Don't you have the status bar at the bottom?
Mine show the message count on the left, and "Working Online" on the right.

When working offline the Newsgroups are grayed out and there is a message in the bottom
status bar the you are "Working Offline" -- same as OE

The status bar at the bottom was not visible. With others being
categoric that it should be there I tried resizing the window and
it's was hidden.

Do you have it enabled?
Go to View, Layout.
