Problem with Contacts toolbar

My Contacts toolbar contains only Organize, Views and Burn. What happened to
Add Contact, Import, etc.? I want to import an address book from another
mail program but can't figure out how to do it.

Open the Contacts Folder, right click an empty spot/Customize this
folder/Customize Tab/Choose "Contacts" as the template.

Right-click the Contacts folder, choose Properties. On the Customize tab,
under "Use this folder type as a template", choose Contacts from the
pull-down menu (Apply, OK).
