How do I obtain the Combine and Decode option? It doesn't seem to be
available.

It's on the Message Tab.

Note.
Unless you have at least 2 messages selected for C&D
it will be grayed out... unavailable.

It's not decoding. I'm trying to download an mpeg. I have realplayer and
windows media.

So you now have the tab?

Have you downloaded all parts of the message?
Are the parts encoded... zip'd or rar'd?

Have you unticked...
Tools/Options/Security/Do not allow attachments etc.

That option will sometimes prevent C & D.
