Does WindowsMail program have startup parameters?

Not many.

You can start it to open to news with

"C:\Program Files\Windows Mail\WinMail.exe" /newsonly or /news

for an individual message its:

"C:\Program Files\Windows Mail\WinMail.exe" %1

where %1 is the path to an eml or nws file.

If you search the registry for WinMail.exe you'll find a few more.
