Vista - How to create a rule?

I am fairly new to this but would like to know how to create a rule. I have
unbelievable amounts of spam coming my way and want to set up a list of
emails I will take email from and then need to figure out how to get my
iPhone to see it the same way. Any help would be appreciated.

Attempting to stop spam by creating message rules is rather futile.
Spammers are constantly changing the subject titles and email addresses.
Go to Tools, Junk E-mail Options, and select High, and if that doesn't do it,
use Safe List Only.

you can create a rule for anyone NOT in your contacts folder blast them.

applies to vista WM as it does to OE.
