Change the .txt extension to .reg. Then you can either double-click
on it, or right-click, merge.

In Explorer go to Tools | Options | View and uncheck the option to hide
extensions of known file types. Then you will see the .txt extension.
Rename the file to remove the .txt in the filename so that it is now .reg.
Then click on it to merge it.
