Can i create my own message rule?

Hi i want to be able to have email's which i move to a particular folder
automatically forwarded to a particular email address.

I have had a look in the message rules section and i don't see one which
will cater for this. Is there a way to make my own rule or have it done using
the rules which are currently there?

You can have the same rule do both, but make sure it also has "Stop
processing more rules" as an action.

Secco's post is not clear on how the emails are being moved to a particular
folder.
Is Secco moving the emails or is a message rule moving the emails?
