Windows Mail currently doesn't have this available, but if I remember
correctly, Windows Live Mail does. Ask in this newsgroup for details:

microsoft.public.windows.live.mail.desktop

Hard to believe you don't know that Microsoft headquarters
and most of their programmers are located in the US.
Why wouldn't MS favor their home country?

Has there been any more activity on this problem.

I agree that I can add, for example, "colour" to the US dictionary, but I would also like it to flag "color" as a misspelled word.
