I use another spam filter, and want to eliminate the Windows Mail Junk Email
function. I have set the Tools\Junk Email options setting to No Automatic
Filtering, and have manually deleted both the Safe Sender and Blocked lists
and any message rule that might pertain. But emails keep being sent to the
Junk Email folder.

Hi David,
Be careful with using a 3rd party filter with Windows Mail. They have been known to corrupt Windows Mail leaving stuck undeletable messages in the mailbox folders. You might think about using another email program if you want to use the other filter. You can take a look here for a couple of options, and for how to get rid of a stuck message just in case.
