Both you and "lockeym" need to find out which antivirus program
you are using. Some of those have the nasty habit of corrupting the
Windows Mail password store. Windows Mail is not compatible
with most McAfee and Norton security programs. Those will need to
be uninstalled, not just disabled.
After uninstalling your non-compatible antivirus, reboot and check
to see if email is working. If not, delete that account, restart WM,
and re-create that email account because it is likely to have been
corrupted by the antivirus program.

antivirus like the free Avast:

Even compatible antivirus programs will need to have their
