Sharyn answered your first question. As to your second question,
go to Tools, Options, on the Send tab, uncheck "Send messages
immediately." On the General tab, uncheck "Send and receive
messages at startup." You may also have to uncheck the next option,
Check for new messages every xx minutes."
Note that Windows Mail wasn't designed to keep messages in the
Outbox indefinitely. You should probably use the Drafts folder
for that.
