Not with a standard DVD video that will play in a DVD player, no.
If you're looking for some way of encoding a video that has this
functionality, then take a look at this page

which details how to create a Windows Media Video file and add content
protection. This format will only be able to be played on a Windows PC with
Windows Media Player though... that's the drawback with DRM.
