Windows DVD (vista) cannot burn dvd which fills out entire screen

I cant seem to burn a dvd on windowns dvd maker with vista that will fill out
the whole screen on my tv. I know that even if i have a wide screen format
video that there should be bars on the top and bottom, but these videos show
bars on all four sides, which takes away a significant size of the video
from my already small television. I tried changing aspect rations on the dvd
maker, but it doesnt change anything...any suggestions?
