I have Vista Business on my laptop. I'm able to see Videos (DVDs, VCDs)
in WMP11 and audio is also fine. When I try to view any video in IE in
WMP....not able to see the video and audio is fine at some websites, in
others ....a pre-recorded voice is heard. Basically no video in IE in
WMP..I have AC3 audio codec for audio in DVD in WMP...but this problem
exists before & after installation of the AC3 codec. Thanks for your
help.

Video issues shouldn't be related to AC3.

What video card do you have? I would strongly suggest a driver issue here.
