    How are you saving it? By default many views will not show the animation.
    Internet Explorer should, though.

    When I save an animation from Internet Explorer to my computer it becomes a
    still picture. I save it by right-clicking and choosing save, which is the
    way I did it in Windows XP. What is different about Vista?

    Windows Explorer and Photo Gallery won't show animated gif's any more.
    Internet Explorer will.
    Try something like like IrfanView. http://www.irfanview.com/
