Vista - picture quality during movement is breaking up

Maybe the camera or the software, but moving shots, eg people waving hands,
are breaking up, shimmering, going blocky. This has only started happenning
recently. I use Movie Maker or Premier Pro and Ulead for making DVDS. Have
a changed some setting without realising it? Text answers prefered rather
just bdirecting to a website. If you must do this, please tell me what to do
at the website!! Thanks.

you make it too difficult to give a direct answer since I have no idea what properties the video you are using has.

It could be a field order issue
Frame rate issue

So many other things and basically you have told me nothing I can work with.

Sounds to me though...and I am guessing here is that you are working with compressed video files to work with and you are rendering them into another compressed format.

It would also be handy to knwo how much you know about video and compression. Would you understand me if I used GOP (group of Pictures) to explain videos?

You are not posing a straight forward question.

It's likely you installed a mega codec pack..this is generally not a good idea.
