Vista - Vibrating Cursor

Hi everybody, my first time here.

My problem is that whenever I use any kind of media player the cursor starts
to vibrate and the little circle appears, also vibrating. when I try to burn
an audio CD this creates a sound that can be heard on the CD when it is
played, but not on the original music.

Does anybody have any ideas as to what causes this and what to do about it?
