You need to be more specific about your technical request.
Here's some basics: If you're referring to comercial DVD's such as Hollywood
movies then you will need to purchase special software that will remove the
protection on the DVD and copy those video files. Once those video files are
copied then you can convert them to other video formats with other software.
You also need to be concerned about copyright laws.

My goal is to extract 30 sec to 1 min of the audio of a dvd
and save it as a wav. So far I understand one must save
the video in a format that you can extract the audio from??
I did find a program that I was able to extract the ENTIRE
audio from a title from a dvd. (The dvd is from a tv show and
has several episodes) Haven't figured out how to get 30 seconds
or so from this.

I just want to use small bits of audio to use as event sounds for
my Windows operating system.

The following article describes a way that you
might be able to copy (record) portions of the
audio.
Movie Maker 2 - Importing Audio

(look at the right column under PapaJohn Comments)
(begin at, "I use a shortcut")

Then you would want a sound file (.wav), not video files...
If you want a sound clip from a movie, it's probably already out there
somewhere... Google it.
