Yes. It does the same here. There is a workaround though. Move the songs in the ignored folder to the Recycle Bin temporarily (Caution: Make sure you backup the songs to a removable drive, just in case). Open WMP, click the Tools menu, and click "Apply media information changes".
And then restore the songs to the original location.

I'm having some trouble figuring out what's supposed to happen when you
remove or ignore a previously monitored folder in WMP 11. Let's say you've
monitored a folder and it already has added about 100 files into WMP. When
you remove or ignore that folder, is it supposed to automatically delete
those files from WMP, or do you have to go in and manually delete those
files? What's happening on my install is that when I remove/ignore the
folder, it's not deleting any of those files and I have to manually delete
them. Is it supposed to be doing this?
