There is no program in Windows Vista that can save HDP files (afaik), but
there are some photo editing programs that can.

If you want to save HDP files, I reccomend Paint.NET with the HDP file plugin:

I've read an article saying vista supports HD photo natively...

The picture viewer in Vista can open .hdp pictures and edit the colors, add
tags, etc., but you cannot save or convert images to .hdp with it.
