IPsec Tunnel - Manual SA Keying

Hi,
Could anyone suggest/provide links for creating IPsec Tunnel in Vista
Platform under following constraints.

1. IKE/AuthIP Protocol will won't be used for Key exchange.
Rather, IKEv2 protocol will be used for Key Exchange.

Here the external application will provide necessary security keys to the
IPsec module.

In one of the sample codes, Manual SA Keying using Transport Mode is given.

I would like to have similar such example for Manual SA Keying using Tunnel
Mode.
