You may want to disable use default gateway on remote network. This
troubleshooting may help.

So it depends on what VPN your using....
With some VPNs, ie. OpenVPN for example, split tunneling can be
enabled/disabled on the server side and the client has no control. I believe
Cisco also is configured server side so the client has no control.
Others, ie. MS PPTP VPN for example, can be configured client side.
