[HELP] Can't Start Routing And Remote Access Service

Hello.

I am hoping someone here can help me, or direct me to the proper Usenet group.

Before installing Vista SP1, I was using VPN to connect my Palm Centro to my PC. Since installing SP1, I cannot get the
Routing and Remote Access service to start. I have tried at least 3 KB solutions including setting permissions on 3
files, removing all network adapters in safe mode then rebooting, removing all non-Microsoft services and doing a
"Clean" boot, setting a few registry keys.

It will not start. The errors are less than helpful. I get "Unable to load C:\Windows\System32\iprtrmgr.dll." but the
file exists in the correct location, is the correct version and MD5 hashe sum and the permisions are set correctly. The
only other entry in the event log is "The Routing and Remote Access service terminated with service-specific error 31
(0x1F).", which, according to what I have read, is a generic failure error.

ANY help on this is appreciated.
