Vista - VPN connection was working, now fails with error 651

Any ideas for this error?
When connecting to a VPN I'm getting this message:

"Error Connecting to VPN Connection"

"Error 651: The modem (or other connecting device) has reported an error."

I'm running vista ultimate x64.
Any suggestions where to look for the problem?

Normally, the VPN error 651 means the VPN client reaches the router or firewall, but the router/firewall doesn't know how to send the traffic to. This case study may help,

This is error condition with unimodem device. Please make sure that modem is
installed properly. If still see the issues please collect the event logs
(from even viewer) and RAS logs (steps provided below)

1) Netsh ras set trac * en
Repeat the connection
2) netsh ras set trac * dis

Collect all the files under %windows%/tracing
