Has This Service been removed from Vista???

No it has not but the service is not installed as a default. use Control
panel > Programs > Windows Features to install the "Microsoft Message Queue
(MSMQ) Server

remember to set your workgroup name to match the rest of the network to
recieve messages from other computers on the network
