If you're talking about the Interent Explorer Event log the only use that I have seen of it is with the Application Compatibility Toolkit. However, I don't use Vista so it's possible that it has wider use in it. Otherwise, a more conventional way to diagnose this symptom would be to use a trace, e.g. either netcap or Fiddler2.
