Programmes Accessing Internet

I run a Vista 32-bit laptop and sometimes have to connect to the internet
over mobile phone links. There appears to be traffic (and cost!) even when
the system is idle. How can I determine which programmes are accessing the
internet?

Right-click TaskBar> Task Manager.
