winrnr.dll

I have windows Vista.... It was working good... however for the last week
when i try to run any messenger program I get the following error message:

Title: MSNMSGR.exe - Bad Image

it says: C\Windows\System32\winrnr.dll is either not designed to run on
Windows or it contains an error. Try installing the program again using the
original media or contact your system administrator or the software vendor
for support

I found the file on another folder... It wont let me replace it... i've
tried dragging it to the desktop to see if it creates a new one... however,
it tells me that i am not allowed to make this changes, even though i am the
admistrator and only user created for the laptop... please advise.... (
