Vista - MOM.EXE fatal error

I get this window pop up a lot lately as soon as my computer boots up in it
is says Unable to load Jit Compiler: (mscorjit.dll): file may be missing or
corrupt. Please check or rerun setup.
I also have been getting another window saying Catalyst Control Center :
Monitoring program has stopped working. A problem caused the program to stop
working correctly. Windows will close the program and notify you if a
solution is available.

If I do close it, it shuts down the whole computer.

I do have a spy program, spybot, that always says this mom.exe microsoft is
a problem and I hit fix; could that be the problem?
