"Toolbar EULA" message window blocking view of desktop

A few days ago an annoying window popped up at startup, blocking my view of
my desktop. The identifying bluestrip label says " Toolbar EULA". There is an
information icon and the words "This program cannot display the webpage",
followed by suggestions for how to make the [unidentified] program display
the [unsought] webpage. My problem is that I can drag the window to the
bottom of the desktop where it is more or less out of the way of my field of
vision, but I cannot make it go away. Help!

Hi Roscoe's Mom,

This is the Dell EULA pop-up. You can get rid of this by going into you Startup Programs list and either disable or remove it. METHOD 1, 2, or 3 in this tutorial will show you how. Use whichever one you feel comfortable doing. Look for a entry with the program file "eulalauncher.exe" at "dell\e-center\eulalauncher.exe".
