What does 'teredo tunneling pseudo-interface' mean?

i was looking through my devide manager and this had a caution sign over it
saying that it cannot be started. what is it and what does it do to my
computer now that its not working and is there anything i can do to fix it??
ive selected 'check for solutions' but nothing comes up

can anyone help???
