Problem reports and solutions in VISTA - what for??

Vista has a 'Problem reports and solutions' panel in control panel. I don't
understand it's use and purpose. I know what it should be for, it is supposed
to send info about the issue to Micosoft to see if there is a solution for it
now or in the future. Unfortunately, there never is a solution for most
problems it records. Why is this? Does Microsoft feel the same as the users
are starting to feel and they consider Vista not worth fixing and/or
improving?? Can we get some action on these problems? It would certainly be
helpful for our (and Microsoft's) future to work on the issues that come up.
I know it is send ing the failure info to Microsoft, so why are there never
any solutions? Most of these are even Vista related modules. Anyone
(including Microsoft) have an answer for this issue? Please!!
