processes don't stop running

I am having problems with Vista Home Premium. When I boot the system and log
in to a user account every think works fine. It's when I switch users, the
second user account will open but doesn't load properly. It opens up but
nothing works-can't open Kaspersky(security suite 7.01**), or any othe
program for that matter. I am able to then log off and login to the first
loged in user, but when I check task manager there are still extra processes
running when I check show precesses from all users. Basically I have to
reboot the computer any time I want to cahge users'?
