Toolbar Address Toolbar Survives SP1 (unlike XP SP3) - Why?

I asked this on Technet and was ignored. Why, after Microsoft lost that
ill-conceived lawsuit, did the taskbar address toolbar survive in Vista SP1
when the same toolbar did not survive in XP SP3??

(By the way I immediately remedied the XP situation, and will do the same
if and when required in Vista, so not worried about that).
