Unintentional Launch of Control Panel

My Vista (SP1, etc) control panel works just fine. Too well. It launches
when I click on the Start button. Not every time, but more than half the
time. This occurs with no correlation to mouse position or to the Start menu
option actually selected. It will often launch before I click on one of the
Start options.

Are you using the touch pad or a separate mouse? I prefer using a separate
wireless mouse; better control on the 'clicking'.

Using a wireless mouse. But you may be right about the 'clicking.' If I
click on 'Start' and the Control Panel *doesn't* appear, then I can replicate
the fluke by
clicking on the little picture at the top of the menu. That picture is
within 1/4" of the 'Start' button location. However, no other button or
feature elsewhere on the screen or in any other program will cause similar
behavior.
