An Error has occurred initiating the Virtual Key Shared Cache...

After updates on June 18th, we began getting the following message:

"An Error has occurred initiating the Virtual Key Shared Cache"

Whenever we start IE7 this message pops up. We tried the following steps
listed on another post:
Reset Internet Explorer

----------------------

1. Click Start, please type “inetcpl.cpl” (without quotation marks) in the
Start Search bar and press Enter to open the Internet options window.

2. Switch to the Advanced tab.

3. Click the Reset Internet Explorer Settings button.

4. Click Reset to confirm the operation.

5. Click Close when the resetting process finished.

6. Uncheck Enable third-party browser extensions option in the Settings box.

7. Click Apply, click OK.

Other suggestions

----------------------

1. Temporarily close security programs to test.

2. Run IE without Add-ons, which can be accessed from
Programs\Accessories\System Tools

3. If issue occurs after installing some programs, uninstall them to test.

4. Create a new user account

5. System Restore. (no thank you we did not do this)

We did, however, image an identical pc, and when we made a new account, we
received the same error.

Now I'm no fool. I looked around deeply. There is no user interface I saw to
reset the virtual key or add users to the virtual key ... or is there?

Someone please help me! these are brand new, very expensive PC's.
While I appreciate the advanced security, I don't appreciate a Half Baked
Operating system.

If I need the virtual key cache shared or restored how do i do it short of
restoring the PC?
