Vista won't show the correct CPU clock speed

Hi guys.
please look at the images. From some reason, Vista won't show the correct clock speed of my CPU. Do you know why?

To properly measure your CPU speed, download CPU-Z from
cpuid.com. One thing to remember is that with Intel speedstep,
the CPU will run at a slower speed than the rated speed, unless
it's under heavy load. The speed indicated in Intel CPUID is the
design speed of the CPU, not the actual speed it's running at.

I noticed that your Windows experience rating is only 3.0,
which is low for a Core 2 system. My old system with its
2.4 GHz P4 has a 3.7 rating. You must have another component
that's dragging down your rating.

My system rating is 3 because I changed my GPU from 9800GTX to something very weak since I'm buying something else.

As you can see in the images I used the intel processor utility and it shows the correct speed. Vista won't.

Hi,

Didn't view those imageshack pics. as Noscript blocked an attempted cross site stripping activity.

I believe 3.16ghz is the correct stock speed for the E8500.
