Vista - Stuck on the "Please wait for the group policy client" screen during startup

Stuck on the "Please wait for the group policy client" screen during startup

Before i get a chance to sign in my computer, my computer displays the please wait for the group policy client message with the spinning circle before the message, looks like the screen you see when your computer is restarted to finish installing updates the screen flashes and the same message appears, and it continues to loop showing the same message.
I've just replaced my registry hive files because before i had the blue stop c0000218 screen telling me my registry was corrupted, after that was fixed i then had a message telling me LogonUI.exe bad image and that something was wrong with my authui.exe file. i've replaced all of this and am now stuck with the "group policy" loop.

I have been using Windows 7 which is installed on a separate hard drive from Vista to edit and replace files since i cannot even log on to Windows Vista in safe mode.

It sounds like the Vista OS is too badly corrupted to save. Back up your
data and do a clean install (or restore to factory condition if you have
that sort of OEM computer).
