Power Options: Max CPU at 50%

    Power Options: Max CPU at 50%

    I've just noticed that in Control Panel | Power Options the default
    "Balanced" plan has the Maximum processor state at 50% (see Change
    Advanced power settings | Processor Power management)

    The Resource Monitor shows that it really means it!

    on MINE its Power Saver that restricts the CPU to 50%. Balanced is still it 100% but it does allow Cool & Quiet to throttle down the CPU when full power is not needed.
