Vista - NO response

I click on a program from the desktop - the little blue circle runs for a
couple seconds and nothing opens. Try to right click and open - no response.
Internet won't open. Try to shut down or restart - nothing. Have to
manually shut down holding down the power button. What is going on??

Hi,

A program is hanging. When it occurs, open Task Manager and look for it in
the processes tab (there may be multiple copies) and "end" it. Then retry
the program.
