Debugging priveleges

How do I allow myself debugging rights in Vista HP?

I tired using a program I used to use in XP called Unlocker 1.8, but it says
I need debugging privileges.

Administrative Tools > Computer Management doesn't have anything like "Group
policies" in Home Premium - it tells you to manage all User Account related
stuff through Control Panel > User Accounts. But I can't find anything in
there to do with privileges/rights.

And yes, I'm logged on using an administrator account.

The console tools like Group Policy, Security Policy, etc, are not available
in either of the Home versions of Vista.

Check for a Vista compatible version of the Unlocker program. You might also
try right clicking the program as select the Run as administrator option.
