The sleep mode function is not available in the shutdown options. Is there a
way to turn it on?

If sleep mode doesn't appear, perhaps its because the ACPI power saving
software is not installed. If this is a notebook, do you have all the drivers
to Windows has options for the power state mode?
E.g. Sony releases drivers to make this possible. Quite possible its the
same situation for you.
