I have a new Toshiba Laptop with Vista Ultimate OS. My screen savers will
not work. I can access them in the Control Panel and even "preview" them.

sometimes bluetooth and usb mouse are knows to prevent activation of screensaver.
also you should check the power mode you are using and its settings to see if it might be interfering.

I am using a usb wireless mouse. My power mode is set on "Balanced". what
do you suggest?

check for newer drivers for the mouse.
or as silly ass it sounds, turn the mouse upside down when not using it.
