Vista - Screen Flickering (**not** related to UAC)

I have a brand new Sony Vaio VGN-TXN27N laptop. Whenever the compter is
starting up, shutting down, or when I press Ctrl+Alt+Del, the screen
momentarily flickers a couple of times. Note that this is not related to the
flickering issue to do with UserAc**** Contol (UAC) - as I have already
disabled that.

I have also noticed that this problem has been noticed elsewhere on the
internet: on another forum and on the NVIDIA website:

Since I dont have an NVIDIA graphics card Im not sure how relevant that is
to me.
Would anyone be able to tell m what th problem might be?
