The DLL Help Database apparently has not been updated with any information for Vista yet.

The latest version of qmgr.dll listed there is for W2003Ssp1
and it shows that it does contain the necessary entrypoint:

You could try using DependencyWalker (assuming it still works under Vista)
to see if your version has that entrypoint or not. If it does you could use
DependencyWalker's Profile command to trace the execution of the regsvr32.exe
command with gmgr.dll as an operand.

Alternatively does Vista have a version of bitsadmin that works with it?
Then you could use (e.g. in a cmd window):

bitsadmin /util /version /verbose

Cross-posting to a Vista specific NG in case someone there who is more
familiar with these details may be willing to help you further.

according to dependency walker, there -is- no DllRegisterServer function...
i also get an error in the profiler:
"00:00:01.685: GetProcAddress(0x000007FEF2CD0000
[c:\windows\system32\QMGR.DLL], "DllRegisterServer") called from
"c:\windows\system32\REGSVR32.EXE" at address 0x00000000FF5323DF and
returned NULL by thread 1. Error: Kan opgegeven procedure niet vinden
(127)."
(the last part is something like: cannot find the specified procedure

maybe it's best to follow TaurArian's advice and contact microsoft PSS?

Solution:
insert windows dvd and choose 'upgrade'
the broken bits service is then fixed...
