I can't open the Control Panel. When selected from a shortcut or the windows
icon at the bottom of the screen, it flashes on for an instant and then goes
away. I need to get to device manager because the machine keeps dropping my
printer driver (HP 970Cxi). Any ideas or suggestions?

Type: control
Press ENTER
Does it still disappear?

As for accessing the Device Driver:
Right click the "My Computer" icon, and from the left menu, select "Device
Manager"

May I ask what antivirus you have installed?
